I discovered a bug that matches this description on an 18F1320 and it was confirmed by Microchip. So far I have assumed these goto 20MHz, but that was only my testing a few parts on my code at room temperature. Until a difinitive errata is released for the 18F1320, I would assume they have the same problem.
