Take a look at your local community college. The one near me requires taking
a lab class for any electronics course, but after meeting the prof he let us
do our own gear as long as it didn't run the chance of blowing up the test
equipment.

Is there any such thing as a members electronics lab?

Something where you could pay a monthly/yearly membership fee to be
able to use an equipped lab (scopes, PCs, power supplies, etc.)

Does such a thing exist?
