Ham radio clubs used to have these, but the art of do-it-yourself electronics and ham radio is really dying out. I remember building all sorts of gizmos as a kid, and Radio Shack built a huge company on it. But nowadays the parts area gets smaller and smaller. Too bad. You could start one...Or, in all seriousness, if you're really desperate, take a class at a local community college that encourages "after hours" lab work. I had a few of those- just because you have some lab work to do doesn't mean you can't sneak in some of your own projects, and learn something (maybe) at the same time! Of course, with the cost of tuition and books, it may be cheaper just to buy the equipment...
