Actually, the VERY BEST solution would be for us to buy our own time on a server who can dish it out, then buy GOOD listserve software and do it ourselves. My guess is that it wouldn't cost more than $200/yr to run, and we'd have complete control of it. We could rotate the workload among ourselves. I'd be willing to handle it for 3-4 days/month; that means only 9 other guys need to assist. Lets discuss it.
