Yes.  20MHz appears to be the safe upper limit.

No, I found the problem myself.  I sent the info and test case to my FAE,
and we eventually got a message back from an engineer at the factory that
they were able to reproduce the problem.  Apparently it happens with a
particular instruction sequence that does just the right memory references.
For some reason Microchip is very quiet about this, and every thing is
taking a long time.
