I tried to cut PCB's (62mil, about 1.5mm) with a larger paper cutter but could net get reasonable results. We end up buying a 100$ RYOBY router table at Home Depot and a PCB cutting router tip from Drill Bit City and the results are pretty good. We have cut about 30 boards and the router bit is still good (anyway, it costs about 5-10$). It takes some practice though to slide the board consistently and getting a straight cut. We where also able to cut board in odd shape with no problem. Having a vacuum cleaner attached to the table definitely reduces the dust level and keep your hands away from the router bit.
