This appears to be a new feature which is yet to be announced. As others
have said the current picstart Plus uses a 17Cxx family chip, and Microchip
seem to have finally realised that they need a different chip in there to be
able to refresh the on board code like the ICD does.

Expect to see some sort of product announcement from microchip at some time
in the future, just do not hold your breath meanwhile.
