I don't know if I will convince you, but we are repeately dealing with power supply parts that will not come up due to the inrush current of the board. The power supply has overcurrent protection. The worst is a computer motherboard. Some of the power components have a "soft start" feature that lets you ramp up slowly. But the spec for ATX power supplies has a minimum risetime spec...
