Sounds to me that you 'forgot' something in you program. I'm using the
CC5X compiler (assuming what you mean). When you don't specify the
proper  #pragma config  -statements, the compiler doesn't generate
config bits in the hex file. If you want you could check some of the PIC
programs on my homepage.
