Hm, I have created a lot of HEX files with MPLAB (well not the latest 6.30, but up to 6.20) and programmed with Xwisp/Wisp628 without any problems with the config bits. What exaclty do you mean by "set[ing] the configuration bits within mplab" ? Using the _CONFIG statements i your source ? Note, I don't know what cc5c adds to this issue (or what it is, b.t.w...)
