FWIW, every caustic-soda PCB chemistry I have ever used calls
for room-temperature development.  Warmer water is generally
a bad plan.  If you're already using the recommended dilution,
try adjusting the temperature first.  45 to 90 seconds seems to
be a "typical" baseline from my experience.
