Well, it depends what you are using the PIC for, a scope is essential for finding out noise related problems (which you mentioned), but above that if you are doing ANYTHING analog with your PIC (PWM LP filtering, ADC, comparators, etc.), or if you're running into timing issues and need to see rising times and such, a scope becomes essential. While an LA is useful a scope is definitely an important (and more heavily used) piece of equipment on my bench.
