A programmer that can handle a 16F84 can *hardwarewise* handle all flash PICs (except that the correct PGM pin must be pulled low, and maybe you have a problem with the PICs that need a Vcc-before-Vpp sequence!), but the software must support the 16F676. If you use Wisp628 with it does support the 16F630/676.
