Task Manager didn't tell me what was causing the problem, but it did seem to eliminate softwareh. Although the CPU is constantly at 39% usage there seems to be nothing running causing that. Only kernel32 (@ 92%) is very active, all other processes are 0% or less than 1%. The MCSE I bought the system off was also intrigued by the mouse movement actually causing dramatically LESS CPU usage, but couldn't offer an explanation. His suggestion was that the new breed of h/w and drivers would probably work better under a newer OS than 98SE, so I've installed XP. It appears to have done the trick and Goldwave is functioning properly (so far) for extended periods. I recall an installation in which the order of adding hardware made a big difference, maybe it could even be something like that rather than the OS. Who knows.
