My impression was that low speed USB devices were allowed to have a relatively "flimsy" cable (think mouse cords) that didn't otherwise meet all USB specs, as long as they were attached to the device (eg, there are full speed and low speed cable specs, but the low speed cables have to be attached to their devices so that they can't accidentally be used to connect full speed devices.)
