The data sheet (DS40300C) says the absolute maximum voltage
allowed on these pins is VDD + 0.3 volts (see page 127).  That's
an absolute maximum rating, so if you exceed it you may damage
the chip.

Pages 30 and 31 of the data sheet show diagrams for the
comparator input pins.  They have protection diodes on them.  So
if you apply any voltage more than about 0.3V outside the rails,
the pin will conduct.
