Here's the problem: the circuit is EXTREMELY sensitive to supply noise. Right now we're using a $2000 lab supply, which has <2 mV ripple. It works. I have managed to make a 5 mV ripple regulator, but it still isn't good enough. Shouldn't you be able to add arbitrarilly low-noise filtering to any existing power supply? (for reasonable low current consumption, anyway.) Nice cascades of inductors and filter caps and perhaps additional regulating devices or something? Is ripple the same thing as noise?
