You lose speed when one of the pairs is not connected right (only half the differential voltage appears at the receiver). The lower speed is explained by the higher voltage drop in the RLC lowpass formed by the now unmatched cable. You can send data at a speed X, then 2X then 3X etc until you cannot go faster.
