Just an idea But how about using a reactive power supply and measuring the voltage on the primary side with say a 12F675. You can scale the voltage with "resistive dividers" using neutral as the ref. You can then transfer the data to the secondary using an opto. Take a look at analog devices. They have a family of parts dedicated to monitoring both voltage and current (and resulting power) of AC mains. It is designed for meter bases. Also, Cypress has an app note and kit (?) using the PSoC controller for much the same thing. I'm not positive on this, just saw it on the web page.
