You don't give the polygon "any" name; it must match the desired net name
exactly. Note that you do NOT prepend "$" like you do when defining an
inner routing layer as a power plane. Do the ratsnest after naming the
polygon to see the results.

Also, make sure you're really selecting the polygon by clicking on its
edge; clicking somewhere in the middle will usually pick up something else.
