How about a cap on one of the MCLR lines to guarantee one processor starts
before the other?  Some startup protocol using the UART lines between the
processors can then be used so that each one knows if it's first or
second.  Just watch the max MCLR rise time.  You may need something a
little more sophisticated than a cap to get the delay and minimum rise
time.
