Starting from a requirements document and an empty directory for source code, and ending with debugged, dcoumented and releasable code, is it really unreasonable to expect it to take 2.5 man-months to produce over 16 pages of new assembly code (i.e., not counting pre-existing libraries, etc.)? In my experience, this is actually not far off the mark. In fact, I have heard LOC per man-month is pretty much independent of the language being used.
