Tal, The reason I suggested the ATI Card, it it will do both. It has a TV tuner, can capture video, can display on a standard TV or TV monitor as well as on a PC Monitor. This card and a stand alone cheapy PC could be a broad based composite video interface. I used to see stand alone VGA to Video interfaces at Fry's electronics. Haven't looked in a while.
