The following web page is probably the best answer to exactly that question: http://www.hut.fi/Misc/Electronics/circuits/vga2tv/video2vga.html The main problem being that the composite signal is interlaced, and there exists no easy to use, easy to get, cheap line doubler circuits that convert two half frames into one full frame of video - by now there may be chips that are accessable to us. Perhaps you might have luck with an older interlaced monitor, but I suspect the frequency might be out of range.
