This is definitely not a newspaper article, it seems to be the manual the
military use ?! Maybe there was a misunderstanding when this was quoted
out of context ?

PS: Meanwhile the alternatives to democracy are too sinister to consider.
But for how long will they be if this goes on ? Currently all states seem
to gear up for some very nondemocratic measures, first against 'suspected
terrorists'. Later, who knows, maybe you or me. Or all ?
