You should be able to build a JTAG programming cable without too much hassle, and use the free Web software over at Xilinx. If you've already got an AVR in-circuit programming cable, you might be able to use that as-is or with some modification. I'm sending you a Xilinx schematic privately. There are a bunch of people building their own FPGA CPU cores over at http://www.fpgacpu.org...which might be something interesting to do with them.
