When I first tested, yes.

I don't know how to figure that out.  The Xilinx XC9536 datasheet doesn't
mention it, and neither do the PIC's datasheet or the Midrange Ref.

However, with the CPLD in place the crosstalk is still present.
Also with 1Mohm between clk/gnd.

I take it that means that ~0.5V of xtalk IS too much.
