Yup, just like is says in the data sheet, line card, and probably several other places. For the non-flash parts, you have to get the UV erasable versions if you want to re-program them. These are usually indicated by the JW package designation in the part number. The 16C74 is a rather old chip. The 16F74 is the newer flash chip with the same features.
