I would do a web search for prototype sheet metal shop. I have gotten some custom work done at a place called Panagraphics near York, PA. Quantity was around 5 pieces, steel, painted, pem nuts installed for around $30 per piece. Of course you can get whatever you want (anodized aluminum, powder coat, etc.) if you are willing to pay for it.
