This is ICSP, which is possible on all serially programmed PICs (for a masogist even on the parallel programmed ones?), but it makes sense for development only for the flash/eeprom PICs, which is all PICs with an 'F' in the designation, plus the old 16C84. Make sure that your programmer can handle the load you have on the RB6, RB7, /MCLR lines. A programmer designed for ex-circuit programming might have trouble with this. And either your board must draw almost zero power, or you must power your board and take some care about connecting the 5V of board and programmer. And to be on the safe side: pull the LVP pin low. And for some PICs: check the enter-programming-mode sequence: Vcc-Vpp or Vpp-Vcc.
