Are you using something specifically targeted to the 16F872? I can't remember if you're testing with Linux or Windows. If linux try taking a crack with my version of Brian Lane's picprg2.3d. I know for sure that the bulk erase sequence is different for the 16F87X chips as opposed to the 16F84. So pp (I think that's what you mentioned) may be falling down on the bulk erase.
