That is exactly what they are ...encoders.You use a decoder to count up and
down. You can get any encoder with a built in shaft and you are in business.
Some of the  easy to use rotary encoder are the Grayhill Series 61 and
series 62 Optical rotary encoders.

I am looking for a panel mounted rotary dial or switch. Like the kind
you see on car radios. Turn it one way and it counts up, otherway and it
counts down. Same way an encoder works. I tried to search but I think
the lack of the right description lets me down.
