A pullup resistor to 5v should help.
Note that 74L has quite modest drive capability. Can't recall what after all
these years but datasheet will tell you.

That's (arguably) a rather obsolete IC - consider using a CMOS version which
should improve the result.
(74C14, 74HC14 etc )
