Drill some holes in a piece of scrap PCB, then turn off the drill and feel
the bit.  If the bit is too hot to touch, it is dull and needs to be replaced.

I agree with Neil - this really sounds like bad bits.  Excessive run-out
causes broken bits, not lifted pads.
