Thinking back to 1977.  I don't think that programmable microcontrollers
were aimed at "peripheral" control (a "peripheral" was something to attached
to a computer, not something that WAS a computer.)  So I'm inclined to
believe the GI data sheet that says "programmable" instead of "peripheral."
