Speaking as someone in the midst of trying to find a &%$#! short in a newly-loaded board, I'm very glad I decided to opt for electrical testing on subsequent runs. The pre-tested boards I recently received appear to be much more neatly finished than their predecessors. I suspect the board house takes extra care with process times, etc. if they know they'll have to chuck any boards that don't pass electrical testing. IMHO, the time saved in bare-board inspections and troubleshooting (*&#%!!!) are well worth the extra cost.
