Olimex ought to start sprinkling SMT-to-TH adpators around each board that they manufacture that doesn't go all the way to the edges of their "panel", and either undercut the competition on them or offer the results to the customer at reduced cost ("fill panel with smt adaptors: $10/panel") OTOH, my amateur experience says that cutting a panel into individual pieces is one of the more "expensive" steps for a manufacturer. carbide router bits are significantly more expensive than drill bits, and have a relatively short lifetime.
