Almost 100% of the scanners (not pens) use to select one pure video line from the CCD. Some scanners use to buffer several lines (according to memory available), spaced by 10 lines or so, to be used in case the barcode could not be decoded from the video line under analysis. So, everything is based on the CCD quality and resolution, lumens sensitivity, electronic shuttle speed and such.
