If you are talking about GSM then Nokia field test mode contains that data. I'm not sure how you would get it from the data terminal but it's available on the screen. On my provider's system the CID (Cell ID) can uniquely identify which cell you are connected to and which sector of the cell you are current in. Using the "slot advance" number you can even tell roughly how far away from the site you are. As for other systems I don't know.
