Paypal charges $0.30 + 2.9% as a "Standard Rate".
When you get some volume the rate is
$0.30 + 2.2% ("Merchant Rate").

(There is an additional "cross boarder fee" of 1.0%
if you got non-US buyers.)

So, it's possible...
