It is not Sony's responsibility to reimburse the state. Do families of
murder victims pay for the murderer to sit in jail? Would you expect a
store that is robbed to pay for the thief to sit in jail?

Also, if you put all your effort in to a device that you wanted to sell
wouldn't you want it protected.
