Well that fixed it, just added the set to the top of the build batch file,
simpler than changing my whole environment.  This is with my earlier
downloads of the system.  Would you recommend ( or like me to test ) that I
remove everything, reinstall and retest?

Sorry about the time, the directions to set the variable are in the txt
files under \doc, I just missed it.  I guess we now have a better idea of
what the symptoms of the missing ( or perhaps just incorrect ) value for the
variable are.  Thanks.
