Are you using the crystal that was with the PIC when the supply
was reversed ? At various time I've had crystals (not many)
die on me and also put PICs in a socket u/d (which isn't quite
the same as a reverse power hook-up) without apparent harm
to the crystal. Maybe with reversed power OSC1 and OSC2 will
do some damage
