Some PROM programmers can probably do that.

If you're going to have a PIC gather the data and write it to EEPROM, just
have the PIC send it to the PC.  In other words, the PIC that already
exists anyway will also be the interface hardware that allows the PC to
read the EEPROM.  This sounds too obvious and simple.  What am I missing
here?
