I managed to get the PIC16F876A to program from MPLAB. It seems to =
require a specific sequence (And what I found more frustrating than ever =
[beside the way MPLAB handles its windows] is that there does not appear =
to be a title anywhere that displays what file is being programmed and =
you can multiple program code windows open)

If it is of any benefit to anyone else having similar problems, I did =
the following

1. Select Programmer [PICSTART PLUS]
2. Enable programmer
3. Select device [PIC16F876A]
4. Open Program Code window
5. Import Hex file
6. Set Configuration bits manually as required (didn't close window =
after changing bits)
7. Program
