It means the maximum power drawn is 1.4kW at a power factor of at most 0.7. It also means that if the load is lower (than 1.4kW) then the reactive power must be lower than 2.0kVA at all times. PC power supplies and monitor power supplies usually are not power factor corrected (excepting recent expensive models), and have capacitive lead. So running three standard PCs and three monitors off that ups would exceed its VAr capacity although the Watts would be ok with room to spare. Interestingly things like fluorescent desk lamps help to compensate the capacitive lead (they have inductive lag).
