I wouldn't assume so without looking at the programming data sheet.  I've
never looked at the 16F84 programming algorithm, but there are other minor
variations among other 16F devices.  For example, the reset procedure is
different between 16F628 and 16F877.  You can download all the programming
specifications from the Microchip web site.
