The same Fairchild Tinylogic section may have on Open Collector
buffer.  you might be able to use that as a low-side switch.  Not sure if
they have them or on the operating range.

Btw, why not use a 1.2V-3.3V charge pump?  They tend to be 1 SO-8 IC and
2-3 chip caps, so it's pretty small if that's an issue.
