He has giveio.sys installed, meaning he's using an NT-based system. that's what giveio.sys is for, so direct access can be given to the parport. Now whether it is installed correctly (and is running) is another question... you won't be able to verify the various pins on the parport if it's not, so if your DMM Registers changes in the parport while doing a pin-test, then it's installed correctly.
