You might want to try using an optical encoder.  DigiKey has them as well as
others, you can  mount a toy wheel or obtain one from a hobby shop to put on
the shaft.  You can get  the encoders in several different   coding
posibilities.  The are totall enclosed

if you are wanting to do your own encoder, try doing a search for gray code
encoders wheels
